I think the problem is one of trust. Conte may think, not without reason, that if he signs before the window there is less incentive for Levy and the board to approve bringing in the players he needs.

I have deep dived on Spursplay, rewound and rewatched various passages of play.
First half I saw no lack of desire or signs Conte had lost the players. Kane was quiet but was in place to receive the ball on a few occasions but it didn't arrive. He blatantly asked for the ball from Romero on around 15 mins and was ignored for a safer pass. Hojbjerg also failed to get the ball onto Kane who was close to him. I guess Kane could have come deeper but had not lost patience yet. The poor service continued although a decent header on goal by Kane was defended off the line by Young who was a thorn in our side on various occasions.
Second half we started ok but their goal deflated the players and encouraged Villa. Romero was passive in defending both goals, went towards the ball instead of staying in front of goal on the first then stood and watched. Second goal he didn't close down the ball just outside the box, just stood there passive. Romero the great defender ? Very rash again with a tackle and barging a Villa player off the pitch unnecessarily. Showing his mental instability again.
Picking Gil was a mistake IMO, he didn't close down the shot Hugo spilled, no pressure on it. Gil was mostly ineffective.
Villa stifled the game after the second goal which is understandable .
