Because there is no body to oversee the refereeing. They should have a table, voted by players and managers and only the best should ref premier league. They have been getting away with this for so many years that they think they're untouchable. Until they are answerable to a higher authority, it will continue.
The FA and the PL won't change thing so long as decisions go the way of their current favourite .
