Probably nervous that if one of the guys who is high, falls, then the site gets closed by H & S for a few weeks whilst they investigate the 'safe working' practices' of the site.....and maybe good bye to an August/September working ?
Pretty sure they are tied into the supports with climbing rope/carabiners while doing that work. No real danger although it looks scary AF.

When I worked at Wembley some bloke didn’t clip himself in and fell down a shaft, sadly. Site was shut for almost a month, so it does happen, but very very rare now in UK. You can’t repair a pot hole these days without putting on hi vis pants and filling the M25 with safety cones.People on highs may not be so meticulous about making sure the safety equipment is being properly used/attached - so that's the risk
