If you look at it as a scale, then their ambition to win trophies is pretty far down the list.
POK is being overly simplistic and making it a black-or-white issues. If you watch the story in black and white over the last 20 years, you'd have a harder time finding a good argument for saying they do want trophies vs saying they aren't interested in winning them.
