Maybe they should buy 2 x 25million players rather than 6 x £4million players, but that's how the owners are going. I personally don't know how much influence Cooper and his immediate team have on that policy. If he's running it then fair enough, he doesn't really have anywhere to turn. But personally I suspect he gets to play with what he's provided.
