That's the key isn't it. We spent big on Ndombele, both the fee and his wages. Yes, we can't spend what City and Chelsea do, but we can be roughly equivalent of Liverpool in terms of spending. But the recruitment is night and day. Regardless of fee, they have been buying really well, with the majority of their transfers being successful, be it Robertson for £8m or VVD for £70m. Maybe Keita and Oxlade-Chamberlain didn't work out, but their strike rate for transfer successes is very impressive. Forward planning as well, with Jota coming in before Firmino has totally gone, likewise now with Diaz and Mane.
When was the last time we bought well, 2014? You have to go back to Wanyama and Son times. We have pissed away money on absolute shit and it doesn't appear to be improving under Paratici with Gollini and Emerson. Maybe Romero will come good (jury is out) and maybe Bentancur will. If Paratici doesn't do the business, then it's Levy who also needs to go, because Levy hires these people and there were/are huge red flags around Paratici (wanna pay Ramsey £400k per week?). The Emerson transfer alone is enough to get him fired.

Because those types of signings don't cost £10m anymore, they cost £30m. In Levy's sick mind, he thinks he can get better value spending that type of fee on foreign prospects than on established PL players, even though the chances of them actually being good enough are tiny.
Levy only signs players that he thinks will double in value. He doesn't sign players that the team actually needs. We haven't signed a striker on a permanent deal for almost half a decade despite every manager crying out for one. Instead he signs players like Bryan Gil for £30m who he thinks will be worth £100m in 3 years time even though the player is clearly not ready to play in the PL.
