I don't think he's very good at right back. Maybe against Burnley though he could get away with it.
Dier has def improved, he's no longer that naive like in beginning of the season. If you compare him to Walker at RB position at the moment you'll notice Walker is only pacier and stronger. Whilst Dier is arguably better passer, crosser, tackler, has better positional sense, and even defends better 1 on 1. Dier is also overall far more intelligent footballer and well coached compared to Walker.

Plus Walker is off form and a little bit of competition is healthy. He has to earn that starting spot.
 
Not sure that was entirely an issue of pace, it was more to do with the fact that he isn't a right back and as such doesn't quite understand the role, therefore he isn't fantastic positionally so gets exposed.
If he isn't a right back, and doesn't understand the role, why would we start him there ahead of the current England right back?
