As I understand it (happy to be corrected), Spurs called off the game unilaterally and simply advised UEFA and Rennes that it had done so. UEFA merely confirmed the game had been called off. Spurs even published a report on its website that showed at least 24 players present at the last training session before the Rennes game, so having insufficient players available due to COVID can't be used as an excuse. If Spurs pushes that argument and it is proven to be incorrect, Spurs could be excluded from European competition for one year. It is up to Spurs to come up with a new date that is acceptable to both clubs, which is proving to be impossible with the schedules of both clubs as they were. Virtually all the responsibility to get the game played sits with Spurs, so how is UEFA going to award you the win? There is already plenty of precedent this year and last of clubs being awarded a 3-0 loss or being kicked out of European competitions due to a game not being able to go ahead. If corrupt UEFA does find a way to do so because they want to keep Spurs in the Conference League at all costs, Vitesse is heading straight to CAS to get that decision overturned.
