I would say Levy and the board and Conte. After the fiasco of hiring Nuno, Levy and the board needed to buy some breathing room to keep the mob with torches and pitchforks away. So they decided on Conte to change the narrative, probably figuring on his track record he'd never stay out the contract anyway. Conte needed a high profile assignment to remain relevant and so he took the Tottenham job, probably figuring he wouldn't be backed and he would have an escape route before he secured whatever Serie A position he actually wanted. The best case scenario for all involved is Conte finishes the year with another good showing and they make the appropriate clucking noises about mutually agreeing that he will leave with everyone's best wishes for a project well started. Where it turns ugly is that the wings are falling off Spurs and the whole mess is crashing mid-season. If it doesn't turn around soon there will be all sorts of finger pointing from both sides. Either way, when it is over Spurs will hire a manager who isn't quite good enough and back him with transfers who aren't quite good enough and we'll end up comfortably numb and comfortably sixth place for years to come. But, golly, what a lovely stadium...
