Since the stadium build started in earnest in 2013 in terms of land acquisition and NFL negotiations, that would have been a hell of a trick.
Also, the stadium build basically had nothing to do with our lack of investment 2017-2018. It's not like Levy had a big bag of cash with "STADIUM" written on it in the summer of 2017. Everything was completely debt financed to be converted into long-term bonds. The interest payments in 2016-2018 were basically nothing compared to the huge influx of cash that was coming in through sponsorships and football success.
The stadium build and backing the manager were not mutually exclusive.

The billion number isn't just the 2016-2019 build, it was everything leading up to it as well, especially land. Nearly all of the austerity funding occurred well before Poch arrived starting in 2007 when the first serious plans for a new stadium began getting kicked around, maybe even before. So everything post Poch arrival, especially prime Poch, was debt based because that was when the actual build was occurring.This starts off on the right track.... Like you said, much was already in motion and land was already being acquired, but the broader stadium project wasn't exclusively debt financed.
Our austerity during the preceding seasons (and the boost of CL income) very much funded the initial stages of the stadium project (as per above)..... We borrowed approx 600m....... The stadium cost in excess of 1bn.
