From 1 July 2022 to 30 June 2023, a club may have a maximum of eight professionals loaned out and eight loaned in at any given time during a season.

From 1 July 2023 to 30 June 2024, the same configuration applies but with a maximum of seven professionals.

From 1 July 2024, the same configuration will apply but limited to a maximum of six professionals.

Players aged 21 and younger and club-trained players will be exempt from these limitations.


At domestic level, FIFA’s member associations will be granted a period of three years to implement rules for a loan system that is in line with the principles established at international level.

It ain't easy to score goals and scoring goals for a crap team is even tougher.
I think we are dumping so many players between now and next season that if Troy is happy to be on the firm his CT status is extremely useful.
But I think he will look to be the main man at a better club than Excelsior.
 
An explanation of the new Loan rules.


In 2022, FIFA approved changes to the loan rules in order to limit such moves and prevent clubs from stockpiling talented players. The changes meant that in the 2022/23 season clubs would be limited to eight international loan signings in and eight loaned out from next season.

That number dropped this season to seven and from next season (2024/25) onwards it will be six. Homegrown players and those under the age of 21 will remain exempt from the regulations. Spurs only have four international loans out currently in the shape of Spence, Tanguy Ndombele, Eric Dier and Troy Parrott. Somewhat confusingly the Republic of Ireland international technically falls within UEFA's U21 list as he was born after January 1, 2002 but FIFA consider him as above the U21 bracket.

The new rules also introduced a minimum duration of a loan deal - between two transfer windows - and the maximum duration of one year, bringing to an end 18-month loan deals which Spurs have utilised in the past. A club may only have a maximum of three professionals loaned out to a single club and three loaned in from a single club.

There is currently no limit on domestic loans out, other than the number of players a Premier League club can bring in on loan from other Premier League sides, which is is four but no more than one from a single Premier League club. The Football League limit is five loan players in a matchday squad so for Spurs there are no restrictions on how many players they could send out domestically to various clubs other than if that club had already too many for those limits just mentioned.

FIFA announced back in 2022 that national associations would be given three years from July 1 that year "to implement, in agreement with domestic football stakeholders, rules on a domestic loan system which are in line with the principles of integrity of competitions, youth development, and the prevention of hoarding players. The limitation on the number of loans at national level may differ from the FIFA rules as long as it is consistent with these principles".

So for now with four international loans out of players over 21 and seven domestic loans out, Spurs are within the rules and have scope for further loan moves amid a frantic January of temporary transfers.

So the EPL class players as U21 if they are U21 on Ist January.
UEFA
only class players as U21 if they are U21 when the season begins.
Parrott's birthday is 4 February 2002.
On 1st January 2023 he was aged 20.
On 13 August 2023 when our season began he was 21.

How many domestic senior loans are we allowed?
Currently Rodon and Reguillon.

Until rules are brought in for domestic loans (expected sometime in next 18 months ish), I think the answer is 'unlimited domestic loans for over 21's'.

When the rules for domestic loans come in its expected to follow similar (but different in detail) rules to international rules.
