I genuinely don't think so. They have Tim Steidten as their technical Director, the man who put together much of the Bayer Leverkusen Team, including recruiting Alonso.

They are the 12th richest club in the world (7th in PL), have some of Decland Rice's money in their pocket and probably another huge fee for Paqueta if he goes to City.

I think Steidten has been biding his time, there have been numerous reports of him and Moyes not seeing eye to eye, which is no surprise given the DNA of Moyes vs a very progressive builder of teams.

They are a Circus at board level and there are still many twists and turns that could derail them coming from the boardroom, since Gold died then his daughter (Jacqueline) who inherited his shares there has become a bit of a stalemate with what's happening. But the biggest issues relate to the Stadium and the owners basically should be bankrupt which has prompted many rumours of them moving out to Essex etc...

But if Steidten has control at building a team which includes him selecting a manager (as he did at LEV) then that's a worry.

Context - Can they elevate themselves into top 4? No. But IMO it should have them batting on par with their financial standing, that's 7th. Like us in the past, if you have your ducks in a row when behind the big 5/6 you can capitalise when one or two of them are having bad seasons.
 
Does anyone actually watch the london marathon anymore? Same with the boat race.
I went to watch one of the first (it might have been the first but can't remember) it was boring as shite, got caught up with the hype, and never went again. Couldn't get home due to road closures so basically stuck in Wapping for 8 sodding hours. Watched it a few times on the telly but as soon as the coverage goes on to the punters carrying washing machines that's my queue to turn off.

Went to watch the boat race too, once and never again. Met a few mates down there nice and early as we knew it would be busy, but any excuse back then to get pissed, so we picked out our spot, right outside a pub on the river bank a few hours before the race. It was a fucking perfect view, all of us chuffed for getting there early, all we had to do now was keep the beers flowing. However, we didn't realise that when we got there the tide was fully out, so by the time the race had started all the boats moored up in front of us had risen with the tide, we couldn't even see the Thames let alone two rowing boats.

If Villa can, then no reason why West Ham couldn't, especially with Steidten at the wheel.
