I'd say it's more of a punishment to, in principle, keep the caps. If they're deleted from memory, it's quite 1984-like, and he might go into public oblivience. With 12 caps on record, he'll keep coming up and people will be reminded what a cunt he was, and that he was the worst cunt ever to be capped by England...

There's an issue over where you draw the line - which has to be somewhere. A kiss with someone 15 years 364 days is illegal; full sex with someone two days older is "fine".
