Yes, we still have Ndombele and Reguilon in the squad still, but we don't have to register them and I assume both will leave. Ndombele seems close to Napoli and I refuse to believe there's a team out there that Reguilon wouldn't improve. Not to mention we could still send Sarr and/or Gil out on loan if we end up getting Malinovskyi for midfield.

Yes, we still have Ndombele and Reguilon in the squad still, but we don't have to register them and I assume both will leave. Ndombele seems close to Napoli and I refuse to believe there's a team out there that Reguilon wouldn't improve. Not to mention we could still send Sarr and/or Gil out on loan if we end up getting Malinovskyi for midfield.
You missed Doherty, or are Irish players not classed as foreign?
 
Counts as HG when it comes to the Premier League.

Davies and Doherty however count as 'foreign' in the Champions League, I believe.

Homegrown Player Rule (UEFA)​

The Homegrown Player Rule is a rule for UEFA competitions that was first introduced in 2006–07 season and fully enforced beginning in the 2008–09 season. On top of a maximum 25 players for List A, clubs had to designate a minimum 8 players that were trained by clubs from the same national league, with 4 of them being from the club's own youth system. The rule in turn capped a maximum of 17 foreigners for the club in UEFA competitions.

Homegrown Player Rule (England)​

Currently, to be classified as homegrown one must be on an English team for at least three years before the age of twenty-one which Dyke wanted to reduce to eighteen. This would mean that a teenager would have to start at the club by the age of fifteen at the latest and, since players are not allowed to move across national boundaries before sixteen (except under exceptional circumstances), this would mean fewer foreign players could qualify as homegrown.

Doherty was 18 when he joined Wolves from Bohemians.

If, as seems likely Ndombele and Reggie leave we still have 18 non HG players as defined by UEFA. But under EPL rules we only have 14.
Because both are classed as U21 for the EPL we could keep Gil and Sarr for EPL games but not register them for UCL games meaning we have 16 non HG and could sign another non HG available for both EPL and UCL games.
We could sign another 2 if one of Royal and Sanchez is sold or loaned.

Not HG for Europe as he went on loan to a Scottish club and therefore was not on an English team for 3 years before the age of 21

This only applies if you believe we're going to register certain foreign players on our current employment list.
We won't. Even if we don't sell them they won't be registered to play because Conte would rather rub a south carolina reaper on his pee hole than play the players he doesn't want.
Also, if we sign this guy, Gil goes.
