We can.
Basically once the season starts, the English clubs are no longer able to buy players from each other. But you are still able to shop and sell internationally up until September 1st.
What new format? Nothing's been decided yet, as made clear in the article. It does sound as though a hybrid option is prefered by some clubs, and perhaps they should give it a go for one season, but it sounds like it could be a disaster.
