Why does Dier not count as Home Grown yet Davies does (who is Welsh)?

Growing up in Wales is part of the 'home grown' rule, whilst Portugal most definitely isn't.

A Home Grown player will be defined as one who, irrespective of his nationality or age, has been registered with any club affiliated to the Football Association or the Football Association of Wales for a period, continuous or not, of three entire seasons or 36 months prior to his 21st birthday (or the end of the season during which he turns 21).
 
Winks and Dele are first team regulars, KWP will be this season. So we are operating with a 23 man squad, including the 3 goalies. That is going to make it easier for Poch to keep everyone involved. All good in my opinion.

That's ridiculous. Surely the whole point of having the homegrown rule was to ensure the national team didn't have young prospects stifled!

Basically your youth set up can be entirely Spanish if you want, with no right to play for England as part of their makeup but a player that's clearly all English blood, born in Cheltenham isn't classed as someone who is homegrown? Mental that!

All English regardless of where they were playing should be classed as homegrown, the same applies to young foreigners who spend 3 years at a club before the age of 21. Ridiculous rule
 
It is not to do with nationality. Homegrown players have to be with an English club for 3 years before they are 21, and Swansea would count as a Premier League club.

Not meaning to drag up and old question banded about but imagine if Celtic and Rangers had been able to join the Premier League and we still had all the old classic teams in it. A proper British league consisting of:

Liverpool

West Ham United

Rangers are a League One level team at the moment.
 
Absolutely agree but with their stature, along with the others mentioned it would have been the only team in the world with some many giants playing in it. What a shame all of those massive clubs lost their way. That could easily have been us

It would probably have been us with a less-scrupulous owner.

The same issue that caused the Rangers downfall is still hanging over a lot of clubs, as far as I'm aware. It involves colourful methods of tax-evasion, benefits-in-kind, and other ways of essentially avoiding the PAYE rate.

Wouldn't fall off my stool if West Ham got done.
