The capacity reduces by a large amount, 18,000 I think.

I was always under the impression that the rail seating didn't affect capacity, and that no matter the configuration you have to have 1 "seat" per customer. I thought it was just an atmosphere / choice thing rather than a capacity thing.

The rail seats are smaller than the normal ones - I don't know the ratio, but rail seating increases capacity.

I'm not up on UEFA regulations, but I don't think it has anything to do with rail seats.
