Tbf I've witnessed first hand the level of stewarding that's deemed acceptable at Dortmund - I would imagine if an English team had rail seating and their fans stood all game Uefa would be far more likely to kick off.

I was always under the impression that the rail seating didn't affect capacity, and that no matter the configuration you have to have 1 "seat" per customer. I thought it was just an atmosphere / choice thing rather than a capacity thing.
The rail seats are smaller than the normal ones - I don't know the ratio, but rail seating increases capacity.
I'm not up on UEFA regulations, but I don't think it has anything to do with rail seats.

Probably less than half way through - you can see how costs for projects like this spiral, as even at minimum wage that would be £26m just on labour.
The highest ratio I've seen is one seated to 1.8 safe standing, but the average is 1-1.4

A 1.8 ratio would be a game changer for us. If the lower half of the single tier stand used that ratio the capacity of the stand would be 24,500 (68,500 overall).
